Movement with explicit receiving duties
Transport and Navigation connects route standards to passenger, crew and cargo rights. It serves carriers, gateway authorities, navigation teams and people whose ordinary lives cross jurisdictions. Its work makes the distinctions between a route reservation, vehicle approval, operator licence and civic permission explicit.

Passengers, cargo routes and gateway coordination
Directorates maintain interplanetary route interfaces, navigation services, vehicle certification, local transport access and operator licensing. Handoff records identify receiving capacity, confidence in the operating plan and duties during a delay or diversion. Accessibility is part of route design and assistance, not a late exception after the transport contract is signed.
The powers we hold and the powers we refer
The Commission does not replace Earth Orbit Command Earth orbital coordination, Customs & Border Services Agency controlled cargo clearance or local residency powers. A slot does not confer permission to carry every cargo or enter every community. Incident coordination names the competent command and welfare roles separately.
A case in practice
An operator changes a transfer gateway after a disruption. The transport desk checks capacity, vehicle scope and receiving assistance; customs preserves cargo conditions and civic offices retain passenger status. Missed-connection support is considered before the institutions settle costs, with a documented complaint route for the traveller.
