The agency validates manifests, examines provenance, coordinates risk-based inspections, administers authorised duties and routes biological or hazardous material to competent specialists. A hold must identify the actual unresolved condition and the custodian of the goods. Changing carriers does not remove a containment or cultural-property obligation.
Customs applies published clearance and collection rules; it does not invent tariffs or make an independent protection finding for Planetary Protection Authority. Contested restrictions have a review route. Private cargo data and public enforcement policy are held in different records, with access limited to the relevant purpose.
A laboratory's sealed sample arrives through an unexpected port. The gateway preserves the original custody chain, confirms the receiving quarantine scope and asks Planetary Protection Authority for the relevant containment finding. A route change may require a revised handoff, but is not a reason to open the sample or release it as ordinary freight.
Cargo Clearance brings together manifest validation, freight inspection and trusted shippers.
