ARC / PUBLIC SERVICE NETWORK
Preserves knowledge and civil records through deep time and infrastructural failure.
Archives, Libraries and Memory preserves the public evidence on which a distributed civilisation can understand its own decisions. It serves communities, researchers, public offices and people seeking records or correction histories. An institution's closure must not erase the duties it owes to the public.

Teams maintain archives, public libraries, format migration, community memory, authenticity and knowledge recovery. Custody records identify the source, retention authority, successor and access conditions. Personal cases, open policy decisions and culturally restricted material have distinct access rules.
The Commission preserves and provides access within competent rules; it does not decide every privacy or cultural right. Data Rights Authority holds independent data rights and Culture & Heritage Commission relevant custodial consent. Redaction should preserve a reasoned public version and a review route rather than become a blanket excuse for non-disclosure.
A long-lived mission institute dissolves. The archive team records successor custody, verifies provenance and tests whether the material can still be read. Public decision records remain accessible, while protected personal and scientific material retains its appropriate controls and review history.
