Coordinates shared Earth-Moon routes, gateway schedules, rescue handoffs and communications continuity. Keeps the Earth and the Moon together while respecting both civic administrations.

Its three operating units cover gateway scheduling, cislunar rescue handoffs and link continuity. A joint record identifies the local command, scheduled interface, receiving acceptance and fallback when the link is unavailable. Exercises are visibly distinguished from live operation; a timetable alone is not a refuge or welfare agreement.
The office reports to Earth Orbit Command and coordinates with Lunar Administration, Transport & Navigation Commission and Emergency Rescue & Continuity Agency. It cannot issue lunar legislation, replace clinical responsibility or acquire unrestricted passenger records. The public service promise is an accountable handoff: who holds the next duty, what information they need and how an affected traveller can seek assistance.
Reconcile accepted Earth and lunar gateway slots with accountable missed-connection duties.
