Readiness, mutual aid and tested rescue interfaces
Programmes cover search and rescue, habitat emergencies, medical transfers, disaster logistics, continuity plans and exercises. A plan identifies refuge, capacity, the receiving commander, welfare duties and the event at which responsibility changes. Exercises test whether the public handoff works, not just whether a vehicle completes its movement.
The powers we hold and the powers we refer
The agency's role follows declared operational competence; it does not replace every local commander, clinician or utility operator. Health & Biomedical Commission, Transport & Navigation Commission and Housing & Habitat Commission own their specialist interfaces. An agreement must state what a partner can actually provide and what conditions require a different route.
