A moon network built around local capability
Uranian System Administration is a moon-network government organised around local repair capacity, distributed reserves and continuity through long planning horizons. Its civic focus is not permanent dependence on an inner-system control room. Titania, Oberon and the smaller moon districts need public authority that can act locally, preserve evidence and reconcile later. The administration therefore treats autonomy, standardisation and mutual aid as complementary duties. Infrastructure & Public Works Commission, Energy & Solar Resources Commission, Education & Knowledge Commission and Digital Systems & Communications Commission connect these local systems to Union standards.

District consent and long-duration public duties
The regional compact lets moon councils approve shared programmes while keeping the authority to protect their own essential reserves. A network agreement states which decisions require joint consent and which may be taken by a local duty officer during a declared interruption. Donor communities publish the limit of a reserve contribution before committing it. An industrial sponsor cannot centralise all spare parts or credentials in a way that makes a public service dependent on its continued goodwill. Council dissent is retained in the joint record.
Repair, learning and receiving services close to home
Civic priorities include reliable heating and power arrangements, remote education, public repair workshops, vocational recognition, clinical referrals and accessible community participation. The economy develops maintainable equipment and locally accredited fabrication alongside research and logistics. Regional learning provision includes supervised practical work and offline curricula so that a delayed link is not a missed school term. Procurement evaluates the ability to reproduce and inspect a part, not only its initial price or the supplier's promised delivery schedule.
Seasonal planning and maintainable infrastructure
Utility reserve reviews consider a full operating cycle, loss of the largest supplier and the ability to maintain critical interfaces locally. A substitute part has a documented calibration and acceptance route through Standards, Time & Measurement Authority. Service logs preserve local decision times and the source conditions of each action. Reconciliation corrects inconsistent records without deleting the original event history. An isolated community can invoke a bounded reserve compact, but must publish the burden passed to its neighbours and the steps that restore ordinary allocation.
A case in practice
Two moon councils propose a shared utility reserve and distributed repair stock. The regional desk requests each council's local minimum, spare-part acceptance scope and withdrawal conditions. Energy & Solar Resources Commission examines supply dependencies, Infrastructure & Public Works Commission reviews maintenance responsibility, and Education & Knowledge Commission checks whether the training commitment can be delivered without a live connection. The resulting compact allocates custody across several sites. No single stockpile manager can suspend another community's protected reserve because a reconciliation message is late.
