DIG / PUBLIC SERVICE NETWORK

Digital Systems & Communications Commission

Maintains interoperable information infrastructure across unreliable links and long delays.

DIGcommissionUnion-wide competence

Public infrastructure that works through interruption

Digital Systems and Communications supplies the public connective tissue of a delayed, distributed federation. It serves public offices, communities, network operators and users who need services to remain usable when a link or central system is unavailable. Connectivity is a civic capability, not a reason to centralise every personal record.

Office output: Data-sharing compact

Bounded sharing, recoverable records and reconciliation

Teams coordinate interplanetary networks, spectrum, cyber resilience, offline public services, addressing and data infrastructure. Records carry provenance, version, local receipt and reconciliation status. Accessible service design provides a receiving role and a usable local route rather than an error message instructing a resident to reconnect to a distant system.

The powers we hold and the powers we refer

The Commission operates and coordinates systems; Data Rights Authority independently protects personal data rights and AI & Autonomous Systems Authority reviews consequential autonomous decisions. A technical synchronisation cannot silently overwrite a contested source record. Network access instruments distinguish interoperability from permission to process data for a new purpose.

A case in practice

Illustrative case / DIG

Two civic registers contain conflicting address records after a long interruption. The digital team preserves both source versions, asks the resident and competent registrars for a bounded reconciliation, and appends the finding. The original record and correction history remain available to independent review.
