Charter a new habitat community
Decision owner: Territorial Affairs Commission
TER / PUBLIC SERVICE NETWORK
Coordinates regional administrations and shared services without overriding local democratic powers.
Territorial Affairs is the administrative bridge between the Union's common guarantees and the places where people actually use public services. It oversees regional interfaces, charter support, remote-service equalisation, civic addressing and Earth orbital operations. It does not own the planets or replace local elected councils.

Its work includes negotiating accession compacts, mediating boundaries, registering new habitats, supporting mobile public offices and coordinating service gaps across districts. The registry distinguishes residential communities, protected research sites, robotic mission areas and transit jurisdictions. That distinction changes the available services and the authority of a receiving office.
Territorial Affairs owns geographic coordination. Technical standards and independent findings remain with specialist institutions. Earth Orbit Command and Earth-Moon Operations have defined operational responsibilities inside the portfolio; neither can legislate for the Moon merely because it coordinates a shared route.
A new free-space habitat needs a civic charter, a stable address and a utility covenant. Territorial Affairs coordinates the competence map; Democratic Governance Commission supports ratification, Housing & Habitat Commission reviews resident protections and Infrastructure & Public Works Commission records structural responsibility. The resulting record shows which office owns each decision, rather than issuing one ambiguous all-purpose permit.
Regional Charters brings together accession compacts, boundary mediation and charter review.
