A passenger vessel diverts to an intermediate gateway and misses its contracted onward connection. The corridor desk records immediate welfare needs and receiving-port acceptance. Social Protection Commission protects continuity of support, Transport & Navigation Commission records the transport duties and the home civic register remains intact. Care or accessibility referrals have their own consented handoff. The passenger receives a reasoned service record and a complaint route while the operators resolve costs
