Reunite a family across regions
Decision owner: Citizenship & Mobility Commission
CIV / PUBLIC SERVICE NETWORK
Guarantees portable civic status, movement and access to Union services across settlements.
The Citizenship and Mobility Commission protects a single civic standing across many homes. It serves people born in surface communities, habitats, vessels and small-body settlements, as well as families separated by travel and residents recovering lost records. A local move may change a service provider or constituency; it must not make someone a lesser category of citizen.

Its teams connect birth and adoption recognition, residence portability, family reunification, travel documents, displacement assistance and consular support. They reconcile originating and receiving registers without erasing provenance. A person unable to obtain a standard document can use an explained alternative-evidence route, with appropriate safeguards and independent review.
The Commission can establish a recognition or transfer package within its charter. Local governments still decide ordinary residency matters, and Union Court of Justice decides contested legal rights. Benefits, schooling and care handoffs are coordinated with the responsible agencies; one civic file does not grant unlimited access to personal health or family information.
A resident moving from a Belt habitat to Mars has a valid civic record but a different address format. The receiving desk recognises the source register, Digital Systems & Communications Commission reconciles the format and Social Protection Commission preserves benefit continuity. The resident receives a traceable transfer record rather than being asked to restart citizenship.
Civic Status brings together citizenship register, stateless persons service and birth and adoption recognition.
