A civic government for enclosed settlements
Mars Administration is a civic government for enclosed settlements, orbital communities and the distinct gateway districts of Phobos and Deimos. It joins everyday public services with unusually long-lived choices about land use, water, scientific evidence and planetary engineering. Its task is to let communities grow without treating every building application as permission to alter a whole planet. Housing & Habitat Commission owns habitat standards; Planetary Protection Authority retains independent protection findings; Planetary Engineering & Terraforming Commission evaluates bounded engineering proposals.

District councils, orbital communities and public consent
Surface, polar and orbital councils retain local representation. The moon districts keep their gateway and civic responsibilities visible rather than being absorbed into surface administration. The regional compact separates a settlement expansion, a utility allocation, a transport interface and a planetary engineering trial. Each requires its own competent finding. A sponsor cannot obtain an irreversible intervention through a sequence of nominally small construction permits. Public deliberation includes existing residents, future service burdens, scientific custodians and communities affected by changes to common resources.
Homes, water and a diversified settlement economy
Daily civic work covers residence portability, household reunion, accessible housing, schools, apprenticeships, worker safety and local healthcare continuity. Economic policy supports repair, agriculture in controlled environments, manufacturing, open research and trade through the moon gateways. A community's essential air and water access is protected from private debt enforcement. Public investment examines dependence on a single supplier and whether maintenance obligations can be sustained after a sponsor withdraws. Qualifications acquired during transit or remote study are reviewed through Education & Knowledge Commission, not discarded because they were earned away from Earth.
Growth proposals and independent stop conditions
The settlement register links pressure-boundary maps, water balance, utility redundancy, evacuation capacity and the custody of excavated material. Construction approval identifies which changes reopen a technical review. Dust and material-handling plans are evaluated at the relevant habitat and transport interfaces. Engineering trial records state their bounded area, observation method, stop conditions and responsibility for later monitoring. A local emergency delegation may protect a community during link loss, but cannot waive an independent protection finding or turn temporary action into permanent planetary policy.
A case in practice
A community wants to add a new residential cell and a regolith-processing workshop. The district separates occupancy approval from industrial exposure, water allocation and scientific protection. Housing & Habitat Commission reviews resident access and pressure interfaces; Labor & Livelihoods Commission reviews the workshop; Planetary Protection Authority determines whether the footprint affects protected evidence. If the processing design changes after consultation, that part of the permit is reopened while unrelated housing work can proceed within its approved scope. The final record names the repair owner, reserve covenant and appeal route.
Regional priorities
Settlement and residency
Connect arrival planning, civil status and habitat capacity.
Explore this programme →Phobos and Deimos ports
Separate moon gateway permits from surface construction.
Explore this programme →Water and regolith
Publish allocation compacts and trace contaminated material.
Explore this programme →Planetary futures
Run engineering trials only after independent protection review and public consent.

Settlement councils
Register a Mars settlement expansion
A staged enclosed-settlement expansion permit with measurable stop conditions.
Read eligibility and procedure →No terraforming approval is implied by a construction permit. A contested protection finding suspends the experiment branch.
Districts and local offices
Coordinate enclosed Mars settlement growth without merging housing approval and planetary intervention authority.
Maintain Mars polar public reserves with separate scientific access and community allocation duties.
Coordinate Mars orbital receiving communities and vehicles separately from surface settlement charters.
Maintain Phobos community and servicing interfaces without making resource operators the public government.
Support Deimos communities through maintainable local capability and accountable Mars-system transfers.
Public records and accountability
MAR/REGRegional public service plan; local charter register; infrastructure and resilience report.
Accessible assistance, evidence alternatives, institutional handoffs and review.
