Planetary Engineering & Terraforming Commission

Studies possible environmental engineering and oversees bounded demonstrations in this speculative future.

TERFcommissionUnion-wide competence

Independent scrutiny before planetary commitments

Planetary Engineering and Terraforming is a bounded proposal and long-horizon stewardship institution, not a promise that a world can or should be transformed. It serves research sponsors, affected communities, ecological reviewers and future-generation representatives. Its purpose is to expose scope, uncertainty, reversibility and inherited duties before irreversible commitments are made.

Office output: Trial register

Bounded trials, reversibility and stop conditions

Directorates distinguish feasibility science, enclosed ecosystems, climate intervention review, field trials, consent and long-term custody. A habitat experiment, local engineering trial and planetary-scale proposal are different activities. Each has a declared area, evidence method, stop condition, successor duty and independently reviewed protection status.

The powers we hold and the powers we refer

No sponsor can approve its own Planetary Protection Authority clearance or substitute a construction permit for planetary consent. Environment & Commons Commission reviews cumulative effects and Bioethics & Future Generations Council future burdens. Feasibility work can publish a negative finding without being treated as a failed public institution or pressured to recommend deployment.

A case in practice

Illustrative case / TERF

A Mars sponsor proposes a small engineering trial near an enclosed settlement. The review separates the settlement's utility benefit from the trial's scientific footprint. Independent protection objections are resolved before field work, and an agreed stop condition is not waived because the sponsor's delivery schedule changes.
