Coordinate an Earth orbital departure
Decision owner: Earth Administration
EAR / PUBLIC SERVICE NETWORK
The home world. Connected to every world.
Earth Administration is the Union's coordination interface with its home world's nations, cities, Indigenous communities, regional institutions and near-space infrastructure. It is not a replacement government for Earth. Its role is to make off-world movement, common public programmes and orbital interfaces work across existing local powers. Returning residents, departing travellers and Earth communities receiving interplanetary goods all need an accountable handoff. Earth Orbit Command coordinates the orbital domain; Citizenship & Mobility Commission supports portable civic records; Environment & Commons Commission maintains the specialist Earth biosphere programme.

The Earth compact protects existing democratic jurisdictions while naming the matters that need common coordination. Earth Orbit Command has an operational mandate rather than general legislative power. Earth-Moon Operations manages shared schedules and communications interfaces without governing lunar citizenship. Ground authorities own ordinary local services; Union authorities own only the common competences granted by their charters. Disputes over a departure restriction, ecological intervention or data-sharing agreement have a documented receiving office and independent review route.
Public services cover return from off-world residence, continuity of pensions and education, clinical handoffs, ground-to-orbit accessibility and recognition of civic records created in habitats or vessels. Earth development programmes also address restoration, public science, cultural custody and the distribution of costs from orbital infrastructure. An Earth gateway's commercial growth is not a reason to remove a neighbouring community's environmental or access rights. Procurement for orbital interfaces includes public transport connections, accessible terminals, interoperable credentials and the custody of passenger records.
The departure programme separates ground access, civic travel credentials, launch operator licensing, traffic coordination and receiving-port acceptance. A traveller should not be sent between desks because those distinctions are hidden. Gateway officers can record a coordinated handoff, but only the competent authority can impose the corresponding restriction. A missed transfer activates assistance and continuity obligations before the institutions settle reimbursement. Environmental recovery projects use the same separation of powers: local land stewardship, Union programme funding and independent scientific findings remain visible.
A family returns to Earth after long residence in a lunar habitat. The receiving civic office recognises the originating register rather than issuing a new citizenship category. Social Protection Commission coordinates benefit continuity; Education & Knowledge Commission reviews qualifications and learning records; Health & Biomedical Commission routes care records with appropriate consent. If an onward ground journey is inaccessible, the gateway refers the adjustment to Equality & Accessibility Commission. The family's service access continues while the originating and receiving administrations reconcile costs and record formats.
Union coordination respects existing democratic jurisdictions.
