Civil peace under democratic oversight
Peace and Collective Security protects the federation's civil peace and shared infrastructure under democratic oversight. It serves elected institutions, communities at risk and authorities seeking a peaceful response to conflict. It is not a general power to suspend local government or treat every service failure as a security threat.

Resilience, de-escalation and bounded protective powers
Teams assess infrastructure protection, conflict prevention, defensive coordination, strategic risk, oversight and disarmament. Plans identify the public purpose, competent legal basis, civilian effects and independent scrutiny. Protection of essential services includes resilience and mediation rather than only coercive intervention.
The powers we hold and the powers we refer
The elected chambers retain the relevant mandate and oversight, and courts retain contested legal review. Civil Safety & Investigations Agency handles competent civil investigations and Emergency Rescue & Continuity Agency rescue continuity. Security plans cannot silently acquire unlimited personal data or displace local civic powers.
A case in practice
Two regions dispute control of a critical gateway. The Commission coordinates risk assessment and a continuity proposal while External Relations & Diplomacy Commission supports mediation and Competition & Consumer Authority examines market exclusion. Any protective action is bounded by its authorised purpose, with public scrutiny of civilian burden and a clear route back to ordinary governance.
