Who we are and whom we serve
The Assembly of Citizens is the Union's population-based legislative chamber. It gives people a common political voice while protecting the ability of remote communities to participate. It debates laws, appropriations and executive accountability rather than delivering ordinary individual permits.

What our teams do
Its public work consists of committee evidence, amendments, scrutiny questions, budget findings and reasoned responses to petitions. Hearings provide asynchronous and accessible evidence channels. Public committee records distinguish a proposed rule, a negotiated text and an adopted instrument so that a consultation does not appear to be an already concluded decision.
Our decision powers and limits
The Assembly works with Council of Worlds & Habitats on common legislation and local-power changes. Independent Election Authority independently certifies elections. A legislator or committee cannot direct the outcome of a personal case, a scientific protection finding or a court proceeding. Petitions enter through Citizens Petition & Deliberation Forum, and public expenditure remains open to Court of Public Audit scrutiny.
