A commonwealth of small-body communities
The Main Belt Commonwealth connects asteroid settlements, worker cooperatives, Ceres service districts and distributed industrial habitats. It exists to prevent the ownership of an installation or a resource contract from becoming ownership of a community. The political unit is the chartered community, not the size of the asteroid it occupies. A small settlement needs the same civic standing, independent complaint route and protected life-support access as a large port. Labor & Livelihoods Commission, Competition & Consumer Authority and Resources & Circular Industry Commission are central partners in that guarantee.

Cooperative government and accountable habitat sponsors
Cooperative councils, municipal delegates and distributed-habitat representatives participate through a commonwealth compact. An employer may operate life support, but cannot use it to enforce a private debt, suppress a vote or prevent civic exit. Resource access instruments describe activities, material custody, rehabilitation and public benefits rather than a sovereign claim over a small body. Ceres water exchange has its own public reserve and transfer rules; dispersed communities keep local authority when a port or communications link is unavailable.
Workers, supply networks and communities beyond a mine
Economic development centres on circular manufacturing, material recovery, community enterprise, research support and accountable extraction. Cooperative charters publish member voting rights, capital contributions, exit arrangements and the separation of essential utilities from commercial accounts. Schools and training teams use travelling and offline provision, with qualifications recognised across the Union. Clinical referrals and medical transfers preserve responsibility through each cargo or passenger gateway. Public support favours an economy with repair capability and more than one path to food, water and transport.
Resource custody, closure and essential reserves
Small-body navigation registers distinguish approach guidance, tether or work-zone exclusions, docking custody and the operator responsible for changing conditions. A cargo ledger follows material from extraction through processing and transfer; mixing batches cannot erase provenance or closure duties. A cooperative's financial failure activates a public continuity review before residents lose their essential services. Safety inspections hear workers through a channel independent of management. Local public records remain accessible even when the community's commercial operator changes its name or sponsor.
A case in practice
Workers charter a habitat cooperative after an operator enters insolvency. The district records a resident vote and the essential utility inventory. Economic Development Commission reviews the enterprise structure, Labor & Livelihoods Commission protects wages and exit rights, and Competition & Consumer Authority examines whether a gateway supplier is using the transition to impose exclusive contracts. The civic charter is separated from the transfer of equipment and debt. Residents can receive a continuity covenant while ownership disputes proceed through the competent legal route.
