Subject-specific assessment: Cooperatives from both swarms propose a shared freight schedule and reserve pool. The regional desk obtains separate council acceptance and a custody rule for each transfer. Trade & Single Market Commission reviews market interfaces, Competition & Consumer Authority checks that the contract does not create a gateway monopoly, and Emergency Rescue & Continuity Agency reviews the refuge contribution. The compact publishes a non-exclusive alternative route for essential goods. A commercial dispute pauses the contested transaction without automatically cancelling the public reserve covenant
