Public stewardship around a star
The Solar Energy and Inner Heliosphere administration is the public interface for an infrastructure zone, not a government of people living on a stellar surface. Its constituents are observatory crews, collector-habitat communities, relay operators and the worlds that receive their services. It exists because a collection installation, its transmission corridor and its receiving grid can belong to three different jurisdictions. Without a common register, each participant could assume that someone else owns the shutdown decision, maintenance burden or damage claim. The administration connects these responsibilities while preserving the independent powers of Energy & Solar Resources Commission, Science & Discovery Commission and Environment & Commons Commission.

Collector communities and common energy authority
Representation follows inhabited facilities and public-service users. Resident habitat delegates speak for civic needs; receiving-world delegates speak for corridor consent and supply agreements. Operators provide technical evidence but do not acquire votes by building more collectors. The public programme separates scientific observation, commercial generation, essential power reserves and heliospheric monitoring. A corridor reservation remains conditional on the receiving community's consent and a separately reviewed safety envelope. The administration cannot turn a transmission permission into ownership of sunlight or a right to direct energy at an unwilling destination.
Science, receiving grids and the solar economy
Work and daily life are organised around reliable refuge, repair capacity and continuity of essential utilities. Crews need housing, clinical referrals, family communication and qualification recognition just as residents elsewhere do. A collector habitat must provide a civic address independent of the contractor's payroll system. Its education provision includes apprenticeships in controls, materials inspection and shutdown verification; its public procurement programme prioritises interoperable replacements rather than a single proprietary supply chain. Energy income is accounted for separately from the community's protected life-support reserve.
Storm refuge, isolation and retirement custody
The operating register records collection geometry, intended receiving sites, exclusion envelopes, shutdown authority and retirement custody. Space-weather advisories carry a confidence statement and an issue history. An operator's commercial forecast cannot replace an independent public advisory. A receiving-grid failure triggers a local safe-state duty before a remote commercial instruction is considered. Maintenance plans distinguish a routine interruption, an unplanned protective stop and a loss of command link. Restart requires the relevant local checks; it is never inferred from the passage of a scheduled outage window.
A case in practice
A collector cooperative asks to increase deliveries to Mars. The regional desk first separates expansion of the collector, modification of the transmission corridor and admission to the Martian grid. Energy & Solar Resources Commission reviews the interconnection and isolation interfaces; Civil Safety & Investigations Agency coordinates the competent safety finding; the receiving Martian authority records community consent. If one receiving grid refuses the revised envelope, the approved route is narrowed rather than treating that refusal as a general veto over the cooperative. The final compact names the owner of retired hardware and the source of its decommissioning reserve.
Regional priorities
Collection corridors
Separate collection, beam transit and receiving-site permissions.
Explore this programme →Space weather service
Publish local shutdown triggers and independent forecast confidence.
Explore this programme →Power commons
Disclose allocation rules, outages and receiving-community benefit agreements.
Explore this programme →Decommissioning bonds
Name the owner of retired infrastructure before approval.

Energy operators
Reserve a solar collection corridor
A conditional corridor reservation with revocation and safe-shutdown duties.
Read eligibility and procedure →No inhabited solar surface is assumed. Receiving communities may refuse a beam corridor.
Districts and local offices
Operate public solar observatories with independent scientific custody beside energy infrastructure.
Govern occupied collector installations as communities with accepted receiving-grid and retirement duties.
Maintain inner relay platforms with dependable public communication and accountable visiting-crew interfaces.
Maintain publicly reachable storm refuges whose capacity and occupants are actually accepted.
Support heliospheric survey platforms through maintainable instrumentation and recoverable mission evidence.
Public records and accountability
SOL/REGRegional public service plan; local charter register; infrastructure and resilience report.
Accessible assistance, evidence alternatives, institutional handoffs and review.
