Lunar public administration

One Moon. Many communities.

The Moon’s own public administration

Lunar Administration represents lunar communities and their shared public infrastructure. Its civic identity is deliberately separate from Earth-Moon Operations: the Moon is not an operational annex of an Earth traffic command. Polar settlements, nearside communities, farside observatories and orbital residents have different needs, but share a charter for essential services, local representation and accountable resource use. The administration connects those districts to Water & Volatiles Commission, Resources & Circular Industry Commission, Science & Discovery Commission and the common citizenship framework.

Polar compacts, local councils and farside stewardship

The lunar compact gives local councils ordinary civic powers and reserves common decisions for resources, transport interfaces and protected sites that cross district boundaries. Polar access boards hear utility cooperatives, scientific custodians and affected communities before allocating extraction footprints. Observatory objections in farside quiet zones are assessed independently of commercial transport demand. Shared Earth-Moon operations sit in a joint interface record; neither an Earth scheduling slot nor a lunar residence determination automatically settles the other issue.

Lunar homes, water reserves and a diverse economy

Civic provision includes habitat birth registration, schooling across small settlements, portable qualifications, tenancy protection, accessible surface travel and care referrals to regional or off-world facilities. Public water allocation protects emergency and household reserves before discretionary industrial use. Heritage work covers early landing sites and the wider social record of settlement, with community custodians participating in decisions. The economy combines fabrication, research, servicing, resource recovery and gateway trade; regional support aims to avoid dependence on one water supplier or launch concession.

Allocation, quiet zones and shared transport interfaces

A lunar infrastructure proposal is assessed for pressure boundaries, dust pathways, reserve demands, approach routes and the effect on nearby protected sites. The utility ledger separates physical custody, public allocation and commercial supply contracts. A maintenance outage must identify temporary refill points, receiving medical needs and an accessible communication channel. Farside radio-quiet permissions specify which operations must pause and which services need an alternative relay. Rescue agreements identify the command handoff to Earth-Moon Operations without transferring lunar civic powers.

A case in practice

Illustrative case / LUN

A south-polar cooperative proposes a shared ice-processing plant. The district first records household and emergency water needs, then asks Water & Volatiles Commission to review allocation and quality duties. Resources & Circular Industry Commission examines custody and closure commitments; scientific and heritage custodians review the footprint and transport plumes. The approved compact can reserve water for new communities while limiting industrial draw. A dispute about one extraction stage does not suspend essential water access for workers or residents.
