Planetary Protection Authority records the containment conditions; Customs & Border Services Agency coordinates the controlled cargo handoff; the receiving laboratory's accredited scope is checked through Standards, Time & Measurement Authority. Any change in receiving custody is appended to the same source record. The shipment cannot be reclassified as ordinary freight merely because its collection stage is finished.
