Petition the Union chambers

PET / PUBLIC SERVICE NETWORK
Provides a permanent public route for petitions, citizen assemblies and charter proposals.
The Citizens Petition and Deliberation Forum is the permanent public entry point for proposals, petitions and structured civic deliberation. It serves residents, associations, local councils and people whose concerns have no obvious sector desk. A petition is a request for a reasoned public response, not an individual licence application.

The Forum registers the proposal's scope, competence, supporting argument, affected communities and participation needs. It routes admissible matters to the appropriate chambers or institutions, tracks their replies and preserves minority views. Deliberative programmes publish their question, selection method, evidence and response commitments before participation begins.
Assembly of Citizens and Council of Worlds & Habitats decide legislation within their powers; Democratic Governance Commission supports participation methods. The Forum cannot turn a popular proposal into a waiver of personal rights or independent protection. Individual service complaints and legal appeals are referred to Union Ombudsman and Union Court of Justice rather than disappearing into a general political discussion.
