HAB / PUBLIC SERVICE NETWORK
Establishes safe, inclusive housing standards for enclosed and artificial settlements.
Housing and Habitat treats an inhabited enclosure as a civic place as well as an engineered asset. It serves tenants, community councils, structure owners and utility operators. Its work combines safe occupancy, affordability, accessible space and the separation of property rights from residents' public rights.

Teams review habitat certification, tenancy protections, reserve systems, settlement retrofits and public housing access. A proposal links pressure boundaries and utilities to actual occupancy, maintenance custody and the needs of residents during an outage or retrofit. Housing guidance includes the people who do not own a share of the structure.
The Commission owns habitat and housing findings within its mandate, while Infrastructure & Public Works Commission handles the relevant structural standards and local councils retain civic government. A landlord cannot present a property dispute as authority to cut essential life support. Contested tenancy or access restrictions have an independent legal route.
A habitat plans a major retrofit while occupied. The review separates engineering acceptance, temporary housing, utility continuity and access adjustments. Residents receive the scope of the proposed changes and a route to challenge permanent effects on their homes. The contractor's schedule cannot quietly waive the temporary service covenant.
Habitat Certification brings together pressure integrity, radiation shielding and fire compartmentation.
