Delegate services during link isolation
Decision owner: Democratic Governance Commission
GOV / PUBLIC SERVICE NETWORK
Maintains democratic institutions, local autonomy and public participation.
The Democratic Governance Commission helps public authority remain democratic at every scale. It serves elected chambers, local councils, public administrations and people seeking a meaningful voice in common decisions. Its central question is whether a proposal belongs at Union, regional or local level, and whether the people affected can understand and influence it.

Teams support regional compacts, citizen assemblies, legislative drafting, impact assessments, public-service design, conflict disclosures and civil-service capacity. Consultation records preserve arguments and dissent, not merely a count of responses. Administrative reform includes the public's route through a service and the responsibility for fixing repeated referral failures.
The Commission provides governance findings and supports implementation. It does not count or certify its own elections; Independent Election Authority holds that independent role. It cannot convert a convenience argument into a new Union competence. Proposed changes to local powers require the appropriate democratic and charter processes.
A remote council requests temporary service powers during link isolation. The Commission records precisely which decisions may be taken locally, which rights cannot be waived and when the delegation expires. The later audit compares actual action with that schedule instead of judging lawful local decisions by the arrival order of messages.
