Teams maintain negotiating mandates, treaty records, conflict mediation, association pathways and diplomatic operations. A prospective member's local consent and rights compatibility are recorded before an accession compact is presented. Conditional first-contact planning preserves scientific uncertainty and ethical scrutiny rather than claiming an event has occurred.
The Commission cannot ratify a treaty on behalf of every competent chamber or local council. Assembly of Citizens, Council of Worlds & Habitats and the relevant communities retain their approval roles. A diplomatic channel does not authorise commercial access, military intervention or waiver of independent protection.
A remote settlement seeks association while retaining local autonomy. The diplomatic desk separates recognition, service cooperation and possible accession. Territorial Affairs Commission maps competences, Democratic Governance Commission reviews ratification and the chambers receive the proposed compact with disclosed reservations rather than an already concluded agreement.
Human External Relations brings together non-member settlements, earth treaty liaison and external trade talks.
