Clearance receipt is maintained for Customs & Border Services Agency. Its scope follows the office’s mandate: Clears cargo, passengers and controlled goods at ports and jurisdictional gateways.
A laboratory's sealed sample arrives through an unexpected port. The gateway preserves the original custody chain, confirms the receiving quarantine scope and asks Planetary Protection Authority for the relevant containment finding. A route change may require a revised handoff, but is not a reason to open the sample or release it as ordinary freight
