Subject-specific assessment: A joint heating and water installation needs a major renewal. The compact office separates engineering acceptance from the councils' financial approvals. Infrastructure & Public Works Commission reviews repair and retirement custody, Treasury & Public Finance Commission records the future liability, and each local council ratifies its contribution. A dissenting council can request mediation without cutting off the installation's essential-service users. The final record publishes both ratifications, the agreed reserve rule and the event at which the successor maintenance body takes custody
