A travelling civic team plans a circuit of distributed habitats. It submits the services it can complete locally, the custody of its credentials and a reconciliation plan. Citizenship & Mobility Commission reviews recognition, Education & Knowledge Commission coordinates qualification appointments and Digital Systems & Communications Commission checks source-record preservation. Communities publish their own appointment and access needs. The resulting accreditation gives the team a bounded public role
