Propose a Mars engineering trial

A bounded-study decision; no automatic planetary transformation approval.

TERFcommissionUnion-wide competence

What this procedure decides

Review a bounded Mars engineering trial separately from settlement construction or planetary policy.

Reviewers obtain independent protection, cumulative environmental and future-generation findings; they consider reversibility, public consent and successor funding.

Acting in the right capacity

Companies and cooperatives

Suppliers, licensed operators, enterprises, worker-owned organisations and professional providers. Name the legal or cooperative operator, your authority to act and any supplier or utility interfaces. Commercial, technical and civic permissions remain separate findings.

Research and civic organisations

Laboratories, universities, observatories, associations, cultural organisations and public-interest networks. Name the accountable organisation, research or civic purpose, relevant ethics or protection review and the custodian who can authorise source access.

Public administrations

Local councils, regional offices, Union bodies and authorised public-service delegates. Name the originating power, receiving scope, authorised delegate, reserved decisions and the event at which the other office accepts a duty.

Prepare assessable evidence

  1. Mass and energy budget

Identify the source custodian, version and purpose of mass and energy budget. Trial area, evidence method and stop conditions define a test. A feasibility argument and commercial delivery schedule are not evidence that irreversible deployment is acceptable.

  2. Reversibility and stopping criteria

For reversibility and stopping criteria, name the receiving scope and any outstanding acceptance. Explain a missing or disputed element instead of silently replacing it with an unrelated record.

  3. Community consent plan

For community consent plan, provide the independently assessable finding or agreed alternative. State its conditions, expiry or material-change trigger; a favourable summary is not a substitute for the source.

Alternative evidence and a disputed source

Identify the missing element, its custodian and the alternative you can provide. Preserve conflicting versions and explain the difference. The receiving office states what it can establish and which question remains open.

Read the result before accepting its scope

A limited trial instrument, required revisions, a further study finding or refusal.

Material changes reopen consent and protection. An approved preparatory stage is not automatic approval of a later planetary intervention.

Who can use this service

A qualified engineering or research sponsor proposing a bounded Mars trial with independent protection and future-generation review. Settlement or commercial approvals are separate instruments.

Prepare a request

The online workflow supports residents and authorized representatives, operators, researchers and public delegates. A saved receipt stays on this browser. The PDF packet provides a fillable offline record.

Timing, costs and review

The local register issues a receipt when the request is recorded. Published service clocks use receipt and verified-completeness events; numeric deadlines remain charter decisions in this fictional edition.

Any fee, exemption or numeric deadline must be published by the competent institution. This edition does not invent a currency or fee schedule.
