Europa's protected district receives the mission proposal; Callisto receives the supply and crew-service interfaces. Planetary Protection Authority reviews sterility and containment independently, Science & Discovery Commission reviews the research method, and the logistics operator supplies a traceable custody chain. If the proposed instrument changes, the protection finding is reassessed before deployment. Logistics approval alone cannot be cited as permission to enter a protected environment.
