What this procedure decides

Obtain a bounded ocean-world access decision without implying penetration or release permission.

The Authority assesses contamination pathways, irreversible effects, material changes and the duty to preserve unique evidence. Logistics and scientific funding are separate findings.

Acting in the right capacity

Companies and cooperatives

Suppliers, licensed operators, enterprises, worker-owned organisations and professional providers. Name the legal or cooperative operator, your authority to act and any supplier or utility interfaces. Commercial, technical and civic permissions remain separate findings.

Research and civic organisations

Laboratories, universities, observatories, associations, cultural organisations and public-interest networks. Name the accountable organisation, research or civic purpose, relevant ethics or protection review and the custodian who can authorise source access.

Public administrations

Local councils, regional offices, Union bodies and authorised public-service delegates. Name the originating power, receiving scope, authorised delegate, reserved decisions and the event at which the other office accepts a duty.

Prepare assessable evidence

  1. Mission design

Identify the source custodian, version and purpose of mission design. Clean-access method, containment chain and research scope identify the activity. Independent protection evidence is required rather than a sponsor's assurance alone.

  2. Contamination assessment

For contamination assessment, name the receiving scope and any outstanding acceptance. Explain a missing or disputed element instead of silently replacing it with an unrelated record.

  3. Protected-site access basis

For protected-site access basis, provide the independently assessable finding or agreed alternative. State its conditions, expiry or material-change trigger; a favourable summary is not a substitute for the source.

Alternative evidence and a disputed source

Identify the missing element, its custodian and the alternative you can provide. Preserve conflicting versions and explain the difference. The receiving office states what it can establish and which question remains open.

Read the result before accepting its scope

Access within stated conditions, required redesign, a specific evidence request or refusal.

Instrument changes, custody changes and departures from the approved method reopen the relevant finding before field activity.

Who can use this service

A qualified research organisation or authorised mission custodian seeking bounded protected-site access. Access recognition alone does not authorise penetration, release or contamination.

The applicable safeguard

Research access does not authorize irreversible release

Prepare a request

The online workflow supports residents and authorized representatives, operators, researchers and public delegates. A saved receipt stays on this browser. The PDF packet provides a fillable offline record.

Timing, costs and review

The local register issues a receipt when the request is recorded. Published service clocks use receipt and verified-completeness events; numeric deadlines remain charter decisions in this fictional edition.

Any fee, exemption or numeric deadline must be published by the competent institution. This edition does not invent a currency or fee schedule.
