Suppliers, licensed operators, enterprises, worker-owned organisations and professional providers. Name the legal or cooperative operator, your authority to act and any supplier or utility interfaces. Commercial, technical and civic permissions remain separate findings.
Local councils, regional offices, Union bodies and authorised public-service delegates. Name the originating power, receiving scope, authorised delegate, reserved decisions and the event at which the other office accepts a duty.
Identify the source custodian, version and purpose of material balance. The input and output ledger, process scope and returned material evidence establish the loop. Mixed batches must preserve recoverable provenance.
For safety tests, name the receiving scope and any outstanding acceptance. Explain a missing or disputed element instead of silently replacing it with an unrelated record.
For recycling and waste plan, provide the independently assessable finding or agreed alternative. State its conditions, expiry or material-change trigger; a favourable summary is not a substitute for the source.
Identify the missing element, its custodian and the alternative you can provide. Preserve conflicting versions and explain the difference. The receiving office states what it can establish and which question remains open.
A bounded recovery certification, a limited scope, further testing or reasoned refusal.
Update process and batch changes, retain adverse findings and identify the custodian of residues outside the certified loop.
A recovery operator, material cooperative, public asset custodian or engineering sponsor presenting an actual reuse chain. Receiving users and reference custodians confirm the intended supported scope.
