The registrar checks the originating record, receiving acceptance, household links and continuity needs. Housing, care and education are separate interfaces; the mobility record identifies their owners instead of claiming to approve them all.
Residents, passengers, workers, learners, caregivers and authorised advocates. State whether you act for yourself, a dependant or a person who authorised your representation. Keep household and care records within the request’s actual purpose.
Local councils, regional offices, Union bodies and authorised public-service delegates. Name the originating power, receiving scope, authorised delegate, reserved decisions and the event at which the other office accepts a duty.
Identify the source custodian, version and purpose of identity record. The destination basis identifies the receiving civic office; benefit consent limits the social-record handoff. A different address format is a reconciliation issue, not proof of a different civic status.
For destination residency basis, name the receiving scope and any outstanding acceptance. Explain a missing or disputed element instead of silently replacing it with an unrelated record.
For benefit transfer consent, provide the independently assessable finding or agreed alternative. State its conditions, expiry or material-change trigger; a favourable summary is not a substitute for the source.
Identify the missing element, its custodian and the alternative you can provide. Preserve conflicting versions and explain the difference. The receiving office states what it can establish and which question remains open.
Recognised transfer; conditional transfer awaiting a defined receiving record; an explained evidence request; or a reasoned contested finding with independent review.
Keep the source register, receiving receipt and any pending service handoffs together. A later record correction is appended to that chain.
A resident moving between recognised regional registers, or their authorised caregiver or advocate. Receiving civic offices coordinate recognition; an operator cannot consent on the resident’s behalf.
A change of region must not create a birthplace caste

The local register issues a receipt when the request is recorded. Published service clocks use receipt and verified-completeness events; numeric deadlines remain charter decisions in this fictional edition.
Any fee, exemption or numeric deadline must be published by the competent institution. This edition does not invent a currency or fee schedule.
