The two offices agree the receiving event, accountable roles, disagreement route, local clock convention and reconciliation duty. A handoff is accepted explicitly; silence or a delayed message is not a transfer of powers.
Local councils, regional offices, Union bodies and authorised public-service delegates. Name the originating power, receiving scope, authorised delegate, reserved decisions and the event at which the other office accepts a duty.
Identify the source custodian, version and purpose of containment status. The requesting body supplies its competent powers, the source evidence and the exact decision or capacity sought from the receiving institution. It identifies what remains reserved to each side.
For receiving scope, name the receiving scope and any outstanding acceptance. Explain a missing or disputed element instead of silently replacing it with an unrelated record.
For custody signature record, provide the independently assessable finding or agreed alternative. State its conditions, expiry or material-change trigger; a favourable summary is not a substitute for the source.
Identify the missing element, its custodian and the alternative you can provide. Preserve conflicting versions and explain the difference. The receiving office states what it can establish and which question remains open.
A countersigned bounded handoff, a qualified acceptance with scope limits, a request for further evidence or a reasoned refusal by the receiving body.
Both sides preserve the original evidence version and accepted scope. Changes, expiry, reconciliation and unresolved disagreements remain visible in the joint record.

Both the requesting and receiving offices record the scope of the handoff. A referral does not transfer legislative competence.
